About the project
Project “Support of Capacity Building of Slovak NGDO Platform II.: strong partnership for development continues“ followed the successful project from previous year, due to which could the Slovak NGDO Platform successfully implement development projects, coordinate and manage activities of its membership, cooperate with Slovak Ministry of Foreign Affairs, members of parliament and play active role in European network CONCORD. Duration of the project: May 2009- July 2010.
Summary of the most important goals of the project:
- Support of capacity building, organizational and personal provision of the Slovak NGDO Platform in order to increase its effectivity. Support of basic principles of PMVRO activities- coordination, representation of non-governmental organizations in Slovak and international development structures, exchange of information and sharing of experience, organization of common events and cooperation in creation of particular sections of Slovak ODA system.
- Increase public awareness in SR with the emphasis on solidarity and mutual assistance in close cooperation with partners in MFA SR, with Slovak Agency for International Development Cooperation, representatives of political life, local autonomies and civil service, representative agencies, journalists etc.
- Improve the cooperation between the members of the Slovak NGDO Platform, their education and building of expert capacities. Inform the member organizations and the public about the current course of development cooperation area, development education and humanitarian aid of SR.
- Continue with current good cooperation and partnership between governmental and non-governmental sector, which was achieved through the previous project of Slovak NGDO Platform in 2008.
- Continue to play active role in international projects and programs, in line with the main mission of the Platform, as a mobilizing and developing factor.
- Strengthen external relations of the Slovak NGDO Platform and its active membership in European structures in the framework of European international working groups of CONCORD and TRIALOG.
Activities
MAY 2009
- Restructuralization of Platform Secretariat- organizational and personell character, in order to increase efficiency and stabilize the employees of Secretariat.
- Participation in creation of an open letter to the candidates for members of EU parliament. In the letter, Marián Čaučík, chairman of the Slovak NGDO Platform, asked the candidates for cooperation in the area of EU development policy and policies connected with development assistance. Manifest, which was prepared by CONCORD, was attached to the letter. The manifest is encouraging EU parliament candidates to take into consideration three primary goals of development policy- increased and improved assistance, sustainable development and democratic responsibility. Three candidates responded to this letter (Anna Záborská, Diana Štrofová a Jarmila Tkáčová).
- Start of the electronic newsletter “Weekly overview” for member organizations of PMVRO. Overview contains the summary of activities which are connected to the activities of the Platform, its members, and also current news from the area of official development assistance of SR and EU and interesting articles from the monitoring of media.
JUNE 2009
- Realization of the second meeting of the working group Global development education for universities (01.06.2009, at Nadácia Pontis). Main goal of this working group is to find ways how to improve discussions about development education at the universities.
- Participation at the seminar “How to improve communication with media” and distribution of handbook about communication strategies (11.06.2009, at PMVRO).
- Participation of the PMVRO chairman at the Meeting of Coordination Commission for official development assistance (08.06.2009, MFA). Program of the meeting was focusing on informing about the primary documents (Mid-term Strategy, National Program, Bill and information about official development assistance), further interdepartmental, dual or three side cooperation.
- Participation of PMVRO Executive secretary in the meeting of executive committee of Slovak- UNDP Trust Fund -UNDP Trust Fund (17.6.2009, MFA). Presentation of a proposal for a covering project of the Platform: “With the volunteers and experts from the Platform of non-governmental development organizations Slovakia can grow.” Output of this project should be the foundations for establishment of the strategy of volunteer sending from SR to developing countries.
- Meeting of PMVRO representatives with Zdenka Kramplova, Member of Parliament SR and member of Foreign Affairs Commission, (19.6.2009, at PMVRO). Main objectives of the meeting were preparation of development assistance policies revision and other areas of cooperation between the Commission and the Platform.
- Preparation of seminar/ round table “Climate changes and their impact on developing countries (25.-26.06.2009.hotel Echo, Bratislava), within the project ODI/CASE : Fostering Global Responsibility - Building a Development Policy Knowledge Network to Enhance NGO Public Outreach Initiatives in EU New Member States, in which PMVRO is an associated (financially not supported) partner.
- Meeting of Policy Forum and General Assembly of CONCONRD (15.–17.06.2009, Brussels). Chairman and vice-chairman of PMVRO were present at the General Assembly of CONCORD, the European confederation of development and humanitarian organizations, where Platform is a member. At the meeting, results of European Parliament elections, cooperation with elected members of EP and activities connected to the UN Conference on climate change in Copenhagen in December were discussed. The strategic plan for 2009-2015 was also approved.
JULY 2009
- Meeting of the working group for sending volunteers into developing countries (06.07.2009, at PMVRO) in order to create a common project to increase the efficiency of sending volunteers into developing countries.
- Nora Beňáková, vice-chairman of PMVRO, was present at the meeting of project commission and evaluation of projects which applied to the formal notice of SAMRS 02/2009 and 04/2009 (07.07.2009)
- Meeting with the head of EC Representative office for Slovakia Andrea Elschekova – Matisova (08.07.2009, ZEK in SR.) In connection with the preparation of activities of International day of fight against poverty, representatives of PMVRO met with the head of EC Representative office for Slovakia Andrea Elschekova – Matisova. They were discussing the possibility of financing some activities connected to the International day of fight against poverty, especially for the next year which should be declared as a Year of fight against poverty.
- Meeting of representatives of the working group and representatives of UNDP took place. Adjusted version of the PMVRO project was presented: “With volunteers and experts of Platform of non-governmental development organizations Slovakia grows.” Presentation of new proposal by UNDP.
- Zuzana Fialova, independent expert and long-term co-worker of PMVRO, was present at the consultancy meeting before the meeting of Project Commission that covers proposals of projects for SAMRS/2009/03,5,6,7,8,9.
AUGUST 2009
- Minister of Foreign Affairs Mr. Lajcak met with representatives of Slovak NGDO Platform (M.Caucik, N. Benakova, Lenka Nemcova, Daniela Balazova, Milan Nic). Representatives of PMVRO asked the Minister to make amendments in the system of providing development assistance, cooperation in preparation of the National Program of Official Development Assistance for the year 2010 and also for an increase in the budget for development assistance.
- Meeting of the project commission and evaluation of projects in the framework of appeals for SAMRS/2009/03,5,6,7,8,9. Zuzana Fialova, representative of PMVRO, was present at the meeting.
- Meeting of representatives of PMVRO and representatives of the organization Friends of Earth, in order to specify further close cooperation in areas of mutual interest.
SEPTEMBER 2009
- Meeting of UNDP representatives and representatives of the working group Volunteers to discuss two proposals of projects for sending volunteers. PMVRO representatives asked for a further quicker progress in submitting the covering project of PMVRO.
- On 23.09.2009 meeting of PMVRO members took place.
OCTOBER 2009
- Meeting of PMVRO media coordinator and the Minister of Foreign Affairs M. Lajcak and an interview about Slovak development assistance for the bulletin “Why development assistance.” (01.10.2009)
- Lobbing of PMVRO representatives in parliament before the approval of the budget in order to increase the bilateral ODA.
- First meeting of the working group NP2010 (16.10.2009) took place. Its establishment was initiated by PMVRO in order to clarify the collective statement of member organizations and to create a paper for the discussion during the preparation of National Program for Official Development Assistance for the year 2010.
- Letter with all the arguments and request for re-evaluation of the budget and appeal for adopting the resolution, was sent to the Members of Foreign Affairs Committee.
- Before the meeting of the Committee (14.10.2009), representatives of PMVRO were able to meet with the chairman of the Committee Juraj Horvath and vice-chairman Zdenka Kramplova.
- During the short meeting before the government session and the committee meeting, chairman of PMVRO met with the Minister of Foreign Affairs M. Lajcak.
- 22.10.2009 – Organization of Development Day event in National Assembly of SR in order to bring the subject of development cooperation closer to the Members of Parliament of SR.
NOVEMBER 2009
- Working meeting of PMVRO representatives - chairman, executive secretary and other members with the State Secretary Mrs. Olga Algayerova (04.11.2009). During the meeting Platform clarified its opinion towards additional approval of projects from the last appeal and transfer conditions of finances to the next years budget. At the end of the session both sides reached a consensus.
- Representatives of PMVRO were present at the opening of the film festival One World (03.11.2009), which is organized by a member organization People in Peril. At the festival PMVRO’s bulletin “Why development assistance” was distributed and there was also a photo exhibition from PMVRO’s project „To Act you Have To Know“ through the agency SAMRS.
- Participation of PMVRO Executive Secretary at the discussion round table, under the name "Future of Development Education at Slovak Universities”" (05.11.2009). The main goal of this discussion was the exchange of experience with foreign experts in the field and searching for the possibilities of development education at Slovak universities.
- 17.-19.11.2009 - CONCORD – General Assembly – Chairman of PMVRO and director of a member organization ADRA were present. Plan of activities was introduced and new members- Cyprus and Estonia were approved. Indicative plan, for the increase of membership fees for next years, was proposed and approved. Lobbing at EP preceded the meeting (five Slovak Euro-politicians were appealed) about the need of support for development assistance from Slovak government’s side.
DECEMBER 2009
- Meeting between representatives of working group NP2010 and director of ORPO. Annotation of the first complete working material of National Program for ODA 2010. Discussion about possible changes based on the opinions of PMVRO members.
- Meeting between the working group NP2010 representatives and MF and MFA representatives regarding the content of the proposal for NP ODA 2010.
- First meeting of 3 member organizations Zivica, Integra, Fairtrade about activities connected to fair trade took place (15.12. 2009). Discussion was about closer cooperation of Slovak organizations which were the first in Slovakia engaged with the topic of fair trade.
- PMVRO representatives were present at the discussion panel about “Analysis and perspectives of development cooperation”, Faculty of International Relations of Economic University in Bratislava, under patronage of European Commission representative office in Slovakia (10.12.2009). Chairman of PMVRO had a speech during the panel, in which he presented the opinion of non-governmental organizations on current status and perspectives of further activities.
- Chairman of PMVRO was present at the meeting of Coordination Committee for ODA (14.12.2009). The discussion was about the preparation of National Program and the budget for ODA in the year 2010.
JANUARY 2010
- Meeting of the working group for volunteering (15.01.2010), which was preceded by the meeting of PMVRO and UNDP in the same day. Program of the WG meeting was the recap of the meeting of PMVRO and UNDP, information about further developments in the project of PMVRO for the support of sending volunteers.
- Platform had the opportunity to look and make recommendations for the preparation of the law amendment proposal of the grants law. This proposal was supposed to be the topic of negotiations with MF SR until 15. 1. 2010, because in various provisions in grants for ODA, amendment goes over the scope of current budget rules. Amendment should go for annotation after the evaluation of proposal by MF SR. Meanwhile MF SR prepared the amendment of the law for budgetary regulations in which it adjusts the possibility of using ODA resources for the period of three years.
- Representatives of Slovak NGDO Platform were invited to the new year’s meeting of MFA SR partners which was organized by Minister of Foreign Affairs M. Lajcak (13.01.2010). During the meeting he ensured that non-governmental organizations play significant role among the strategic partners of MFA SR and expressed hope for the widening of the space for future cooperation. Vice-chairman of PMVRO was present at the meeting.
FEBRUARY 2010
- Executive Secretary of PMVRO presented the activities of PMVRO at the Faculty of International Relations at the University of Economy in Bratislava as a part of a student excursion of Palacky University in Olomouc, Department of Development Studies (03.02.2010).
- Chairman and Executive Secretary of PMVRO were present at the meeting of Executive Committee of Slovak UNDP Trust Fund (01.02.2010). Current activities and future activities in the framework of the second phase of Slovak UNDP Trust Fund were presented and also the realization of PMVRO subordinate project of sending volunteers was approved during the meeting.
- PMVRO Vice-chairman was present at the meeting of Coordination Committee for migration (10.02. 2010). There is a new national migration strategy in preparation and therefore, working groups are being created in each department. The main objective is to find a way how to incorporate this topic into grant notices in terms of solving the negative impact of migration on developing countries.
- Visit of ORPO Director Mr. Galbavy and SAMRS Director Mrs. Kolesarova at PMVRO premises (11.02.2010). PMVRO was represented by: Chairman, Vice- chairman and Executive Secretary. Topics about current and future plans of both sides and the intention to sign a Memorandum of Cooperation between MFA and PMVRO were discussed.
- Platform as an umbrella organization of the WG members for Development education applied for the acquisition of grant in scope of grant program MFA SR for the year 2010. The topic was to create a proposal “Strategy for Global Development Education in the years 2010-2015.” The aim of the project is to prepare analysis of the current status of GDE in SR as part of formal education (primary, secondary and universities) and informal education (target groups: youth, public, politicians, journalists) and prepare the proposal of the strategy for GDE with the existing working group.
MARCH 2010
- Second meeting of the working group for Fairtrade took place (29.03.2010). PMVRO Media and Information officer took part in the meeting. Participants agreed to stay in informal partnership under PMVRO. The next planned common activity should be prepared within the frame of international Fairtrade day, which is every second Saturday in May, this year on 8th May 2010.
- Media coordinator of PMVRO, who was present at consultations during the preparation of proposal for ODA Communication Strategy for MFA SR, participated in discussion with representatives of SAMRS and ORPO MFA about the proposed plan for communication strategy of ODA during the work meeting in MFA. Based on the proposed material PMVRO sent its remarks and ideas to this strategy.
- PMVRO was asked to cooperate with ORPO MFA SR in preparation of CSP for Afghanistan and Serbia. The biggest share in creation of remarks to CSP for Afghanistan was made by member organizations: People in Peril and SCCD, and for CSP for Serbia – People in Peril, Pontis Foundation and SFPA (members Integra a ADRA only expressed their support for the exit strategy for this country)
- PMVRO media coordinator prepared a briefing for media “Breakfast with Africa” (17.03.2010), in which two guests from Kenya Evelyn Arusa and Abdi Huka , project partners of eRko, took part. 10 journalist attended the briefing.
APRIL 2010
- PMVRO organized a 2-day conference on the topic of ODA in connection with a members’ meeting of PMVRO on 15. - 16. 04.2010. The first day was focused on the conference and discussion- “How is, could be and will be the Slovak ODA”, the second day was devoted to statutory issues of the association.
- PMVRO secretariat organized a national training of TRIALOG program- "Quality Criteria for Development Cooperation", which took place on 29.-30.04. 2010.
MAY 2010
- On 04.05.2010 PMVRO and MFA SR signed a Memorandum of Understanding, through which Platform became an official partner of MFA during the amendment process and preparation of key documents connected to the development policies and development cooperation.
- Platform published another volume of bulletin ”Development Assistance – spring 2010“.
- On 10.05.2010 briefing for media took place at PMVRO on the occasion of the release of European Aidwatch material, which is created annually by CONCORD and PMVRO takes active part in creation of this document. Slovak Republic is fulfilling its international duties in development assistance approximately by half. As a new EU member state it pledged itself that the spending for development assistance will increase in such way, that in 2010 it will provide 0,17% of its Gross National Income (GNI) for development assistance and 0, 33% of GNI until 2015. However, development assistance was only 0,8% of GNI last year and the prospect for the year 2010 is very similar.
- On 27.-28.05.2010 Slovak NGDO Platform in cooperation with its member organizations focused on development education (CVO, PONTIS, ZIVICA) organized “National Seminar about Global Development Education in Slovakia.”
JUNE 2010
- Meeting of the working group for volunteering.
- PMVRO Secretariat arranged three interested member organizations their presence on this year’s summer school (06.-13.06.2010, Hungary) CONCORD Deeep (Development Education Project) – Summer School.
JULY 2010
- Members of PMVRO working group for humanitarian assistance met with the media, which announced its own fund-raising for victims of floods, on 02.07.2010 in the residence of Slovak Catholic Charity in Bratislava.
- PMVRO media coordinator was present at a TRIALOG – Central Training “Lisbon Treaty and its Implication for Civil Society“ on 07.-08.07.2010. Main conclusion of this training might be the necessity to follow EU policy in scope of PMVRO working group for development politics.
- End of the project by 15.07.2010
